Introduction

Co-organized by Shanghai Lixiaohua Law Firm and People To People, the "Forum on Sino-U.S. Legal Practice under Global Financial Investment—Legal Professionals and Entrepreneurs Collaborating for Development" was grandly held in Shanghai.

I. Dialogue and Exchange between Lixiaohua Law Firm and the U.S. Legal Delegation

The People To People Ambassador Program has previously organized three visits by U.S. legal delegations to Shanghai for exchanges with Lixiaohua Law Firm, fostering deep friendship and mutual trust. This year’s forum further expanded in scale and format, going beyond professional legal discussions to include extensive participation from the business community.

Led by Deborah Enix-Ross, former Chair of the International Law Section of the American Bar Association, a large delegation of U.S. attorneys returned to engage in dialogue with Chinese legal professionals, academics, business leaders, and government officials on topics of mutual interest within the context of global financial investment:

1. Analysis of transnational finance, international investment, and foreign-related legal environments in China and the United States;  

2. Establishing a solid theoretical foundation for cross-border investment cooperation between Chinese and U.S. enterprises;  

3. Legal risk prevention for Chinese companies expanding overseas and foreign-invested enterprises operating in China;  

4. Promoting innovation in foreign-related legal services—such as precise international legal solutions, blockchain-based evidence preservation, AI-driven big data modeling, and compliance services—to accelerate the healthy development of economic globalization.

II. Keynote Speeches by Sino-U.S. Legal Experts on Common Law and Civil Law Systems

The forum featured keynote speeches by representatives from both sides focusing on the core principles and evidentiary requirements of the common law and civil law systems.

The event was hosted by the Deputy Director of Shanghai Lixiaohua Law Firm, who introduced the U.S. delegation, including Ms. Deborah Enix-Ross, former Chair of the International Law Section of the American Bar Association.

Chinese speakers included Mr. Li Xiaohua, Director and Senior Attorney at Shanghai Lixiaohua Law Firm; Associate Professor at Shanghai Jiao Tong University School of Law; a representative entrepreneur from the private sector; and officials from the Foreign Investment Promotion Division of the Shanghai Municipal Commission of Commerce.

Following the keynote presentations, representatives from both countries took the stage for open discussion and exchange.

This forum significantly advanced communication between Chinese and American legal professionals and private entrepreneurs. It showcased the capabilities of contemporary Chinese lawyers and private enterprises to the world, promoted international legal collaboration, enhanced the global image of Chinese private enterprises, and strengthened their international competitiveness. The successful hosting of this forum marks a new phase in Sino-U.S. legal practice cooperation. Through in-depth dialogue between legal and business communities of both nations, it established a cross-jurisdictional platform for professional exchange and provided multinational enterprises with comprehensive risk management solutions that combine theoretical depth with practical value, centered on the theme of global financial investment.

Ⅲ. Lixiaohua Law Firm has been included in the "List of Foreign-Related Institutions" of Shanghai International Legal Services Hub, taking this international forum as a new starting point and pathway to promote Shanghai lawyers' engagement in global exchanges.
